御前會議由皇帝主持，成員包括皇儲、三名國務重臣、10名官守議員及15名非官守議員組成，成員均屬公職並支薪。御前會議每月在海崎皇居舉行一次會議，通常為星期三早上。御前會議並非日常行政機構，而是負責審議與決策事關國家根本的重大事務，其決策對希望帝國內閣及整個政府系統具有最高指導與約束力。

== 組織與成員 ==
御前議員分為官守議員與非官守議員。官守議員即憑藉其擔任的政府或皇室職位而自動成為會議成員者；非官守議員則由皇帝從不擔任政府官職的社會賢達、學界領袖、工商巨擘或前資深官員中親自遴選任命，提供獨立、客觀的建議。任期為五年，可連任。會議由樞密使擔任召集人，負責議程安排、會議記錄及決議傳達。

== 職能 ==
御前會議組成時參考了英國樞密院，遵循英制，皇帝會在御前會議建議下，發出御前令（Order-in-Council），以發揮其行政權力。御前令一般由政府，而非君主所撰寫，它的作用主要是制定簡單的政府規例和作政府任命。此外。御前令也會向皇家屬地立法機關通過的法律給予御准。

此外，不論皇帝是否在國內，御前會議通常會每月舉行一次會議。御前大臣負責召集議員，皇帝則通常都會主持會議，但有時會由副主席所代理職務。

在會議中，會讀出一系列等候通過的法令，而皇帝只需說「准奏」或「否決」便可。在法令通過後，首席掌璽官會向全國宣告。

御前會議只會在皇帝宣佈大婚，或皇帝駕崩的情況下，才要求全體成員出席。在後者的情況中，御前會議會發表公告，宣佈繼任皇帝登基。御前會議會在特別召開的會議中宣告繼任君主登基，並見證君主宣讀法定誓詞，而這會議則稱為登基會議（Accession Council）。

== 成員權利 ==
御前會議本身冠上了「最尊貴的」（The Most Honourable）頭銜，而每位御前會議議員則可以在姓名前加上「非常尊貴的」（The Right Honourable）頭銜。本身是貴族的議員可以再在姓名後綴上「PC」字樣，以資識別，這是因為男爵、子爵和伯爵本身已享有「非常尊貴的」頭銜的使用權，而侯爵和公爵即使不是議員，卻已有更高規格的頭銜。對庶民而言，加上「非常尊貴的」頭銜已可充分識別出其御前會議議員的身份。
