== 臨時政府時期 ==
1911年12月29日，[[各省都督府代表聯合會]]代表在[[南京]]召開[[1911年中華民國臨時大總統選舉|中華民國臨時大總統選舉會]]，依《[[中華民國臨時政府組織大綱]]》規定選舉[[中國同盟會]]籍的[[孫中山|孫文]]（孫中山）為[[中華民國臨時大總統]]{{NoteTag|《中華民國臨時政府組織大綱》第一條：「臨時大總統由各省都督代表選舉之，以得票滿總數三分之二以上者為當選。代表投票權，每省以一票為限。」}}。1912年1月1日，中華民國臨時大總統就職典禮在[[南京府|南京]][[南京總統府|總統府]]（原[[兩江總督]]署）舉行，[[中華民國臨時政府 (1912年－1913年)|中華民國臨時政府]]（史稱「南京臨時政府」）遂告成立

儘管中華民國臨時政府已於南京成立，然而位於[[北京]]的[[大清政府]]仍繼續存在，並以時任[[內閣總理大臣 (清)|內閣總理大臣]][[袁世凱]]及其[[北洋軍]]為主力持續與革命黨人對抗<ref name="中國現代史綱"/>{{rp|27－29}}<ref>{{Cite book|title=《清季職官表附人物錄》|publisher=中央研究院近代史研究所|year=2002|isbn=|location=臺北|pages=|last=魏秀梅}}</ref>{{rp|346}}；南京臨時政府與袁進行[[南北議和|議和]]，在多次談判後，袁同意支持革命黨，以換取大總統之位<ref name="中國現代史綱"/>{{rp|28－29}}<ref name="中華民國史事日誌"/>{{rp|1－23}}。1月20日，南京臨時政府向清政府提出《[[清室優待條件]]》<ref name="中華民國史事日誌"/>{{rp|12}}；1月22日，孫發表聲明，只要袁世凱贊成溥儀退位，自己即行辭職，讓位於袁<ref name="中國現代史綱"/>{{rp|29－30}}<ref name="中華民國史事日誌"/>{{rp|12－13}}；袁得此承諾，遂加緊逼迫清帝退位。1月25日，在袁之授意下，以[[段祺瑞]]為首的北洋將領50人聯名致電，聲明北洋軍已答應優待條件，即《[[北洋五十將乞共和電]]》，2月4日再發《[[乞共和第二電]]》袁電告南京臨時政府，表示「絕對贊同共和政體」；孫接到電報後，向[[中華民國臨時參議院]]（南京臨時參議院）提出辭職咨文，並薦袁世凱繼任。1912年3月8日，臨時參議院通過《[[中華民國臨時約法]]》，取代《中華民國臨時政府組織大綱》，3月11日由孫公告實施。1912年2月15日，臨時參議院召開[[1912年中華民國臨時大總統選舉|第二任臨時大總統選舉]]，選出袁世凱為第二任臨時大總統；3月10日，袁世凱在北京宣誓就職，南京臨時政府形式上由北京臨時政府（全稱仍為中華民國臨時政府）繼承。

1913年4月8日，[[中華民國第一屆國會]]第一次會議開幕，取代時已遷至北京的臨時參議院（北京臨時參議院）之職能。1913年10月4日，由國會參眾兩院組織的憲法會議議決通過《[[s:大總統選舉法|大總統選舉法]]》，作為大總統選舉之法源依據；6日，國會依《大總統選舉法》規定舉行[[1913年中華民國大總統選舉|第一屆大總統選舉]]，選舉袁為首任中華民國正式大總統，10月7日選舉原臨時副總統[[黎元洪]]為首任中華民國正式副總統。

== 北洋政府時期 ==

1913年10月，袁世凱就任為中華民國首任正式大總統<ref name="中國現代史綱" />{{rp|38}}<ref name="中華民國史事日誌" />{{rp|118}}。1916年6月，袁在[[洪憲帝制|稱帝]]不成後，抑鬱而終<ref name="中國現代史綱" />{{rp|44－45}}<ref name="中華民國史事日誌" />{{rp|244}}。袁死後，[[北洋軍閥]]成為政府的實際領導者，大總統及[[中華民國國務總理|國務總理]]領導的內閣均實權不大，重要決策多由各大軍閥協商。1924年第三任大總統[[曹錕]]辭職後，大總統一職長期交由[[中華民國國務院|國務院]]攝行，不曾再進行次屆選舉。

| 1917年5月，與[[中華民國國務總理|國務總理]][[段祺瑞]]爆發[[府院之爭]]。5月23日，免去段國務總理之職，段乃離京、策動各省[[督軍]]宣布獨立。黎請時任[[督軍團]]團長的[[張勳]]入京調解，然張迫黎解散國會，同時率其部定武軍（俗稱辮軍）入京，並於7月1日擁立末代清帝溥儀復辟，史稱[[張勳復辟]]。7月2日，黎逃入[[日本使館舊址|日本使館]]；隔日段在天津率[[討逆軍]]誓師，通電宣布討伐張勳。復辟在段的討伐下迅速失敗，7月12日溥儀再度宣布退位。黎於7月6日通電請[[馮國璋]]代行大總統職務，7月14日通電正式辭任大總統。

1927年7月，汪兆銘知悉鮑羅廷欲分化武漢國民政府以助中共奪取權力之策略後決定分共，同時通過「取締共產議案」，罷黜鮑羅廷及其他蘇聯顧問<ref name="中國現代史綱" />{{rp|107－109}}<ref name="中華民國史事日誌二" />{{rp|229. 236}}；7月13日，中共決定撤回參加武漢國民政府之黨員<ref name="中國現代史綱" />{{rp|109}}<ref name="中華民國史事日誌二" />{{rp|230}}；15日，武漢國民政府正式宣布分共，史稱[[七一五事變]]；26日，免去各政府機關中的中共黨員職務<ref name="中國現代史綱" />{{rp|109}}<ref name="辭海"/>{{rp|2007}}<ref name="中華民國史事日誌二" />{{rp|231. 236}}。8月1日，中共以[[中國國民黨革命委員會 (南昌起義)|中國國民黨革命委員會]]之名義在[[南昌]]發動兵變，後因遭到國民政府圍剿而失敗，史稱[[南昌起事]]<ref name="中國現代史綱" />{{rp|109}}<ref name="中華民國史事日誌二" />{{rp|239}}。8月19日，武漢國民政府恢復與南京國民政府合作，之後政府機關陸續遷往南京，國民政府遂復歸統一，史称[[寧漢分裂|宁汉合流]]<ref name="中國現代史綱" />{{rp|112}}<ref name="中華民國史事日誌二" />{{rp|248}}。
