[[淸水]]的國徽爲一在藍色圓盤上的國花梅花，於1904年制憲國民大會期間制定。

梅花於1905年元旦被正式確立為淸水的國花。根據官方解釋，梅花凌冬耐寒，在寒冬之中綻放，象徵淸水民族堅貞崇高的人格。至於藍色則爲淸水傳統的代表顏色。

在此之前，[[大淸水帝國]]的皇徽亦爲梅花，而[[淸水第一共和國]]國徽則爲[[淸水國旗|國旗]]圖案的盾徽。
