希望帝國首相（Prime Minister of the Empire of Hope），簡稱帝國首相，是希望帝國最高行政首長，主要職責為領導內閣的運作，主持內閣會議，以及代表內閣向國會提出施政報告。其須符合國會議員身分，經國會選出後再交由皇帝任命，尊稱「閣下」。現任為自由民主黨籍的施德明，於2021年1月10日就任。
簡介
作為「皇帝陛下的政府之首」，現今的首相是在希望帝國最高的政治權威，享有頗大職權。首相同時身兼數職，既是國民代表大會多數黨領袖，同時亦是政府首腦，同時掌握立法及行政兩大權力，且可向皇帝推薦最高法院大法官。
在立法方面，首相會參與法律制定的過程，以達到所屬政黨的目標；至於在行政方面，首相負責統籌所有政府部門和公務員隊伍。首相有權向皇帝提名其他內閣成員和十五部部長，亦可提出解散國會的請求。
在首相和內閣的意見下，皇帝會行使其法定權力及特權，包括任命政府高級官員、司法人員等的相關人員，以及頒授勳銜等。
